
The course “Risk Management 1” aims to analyze major urban risks from an integrated perspective, at both the global scale and within the Algerian context, in order to equip urban planners with tools to identify natural and anthropogenic hazards, assess the vulnerability of urban assets, and place prevention at the core of territorial planning. At the conceptual level, it clarifies the notions of hazard, stakes, vulnerability, and major risk, articulated within the triptych “hazard/stakes/vulnerability,” and draws on cindynics, as the science of danger, to shift from a logic of reaction to a logic of forecasting, prevention, and anticipation. The course successively addresses natural, technological, and environmental risks, examining their mechanisms, triggering factors, and effects on urban environments. Finally, it emphasizes the political, legal, technical, and organizational instruments of prevention and promotes urban resilience as the horizon of public action, grounded in actor coordination and the development of a risk-aware culture.
